08.31.09 Ex Comm Meeting Minutes

Present: Eddie, Kat, Don, Deanna, Marcus, Heidi, Tonia (Tim - Absence #1, Paige - Absence #2)

Violet Crown
Violet Crown representatives asked the CNA for $250 and help enlisting volunteers for setup and break down for the Fall crafts fair in the MiniMax parking lot on Nov. 14th. CNA would be included in advertising and have a table at the fair. The ex comm discussed this and voted unanimously to grant the request.

ACTION: Eddie will contact the Violet Crown reps before the 3rd Monday this month to inform them of our support.

Neighborhood Contact Team
Margaret Valente of the Planning Development and Review Department

The benefits of having a contact team are that any proposed changes to the Future Land Use Map or the Crestview-Wooten Neighborhood plan are announced to the team, and the city attempts to facilitate dialog between the developer and the contact team.

The first step in forming the team is for Margaret to announce a public meeting where anyone can participate and decide to be part of the creation of the by-laws. Crestview would like for Crestview and Wooten to each have separate contact teams. Margaret will meet with Wooten's NA soon on the same topics. She will attempt to schedule the first public meeting on October 7th.

ACTION: Eddie will check to see if Wozniak Hall is available for Oct. 7th, and the Library available for the 21st, and Nov. 4th and 18th, and let Margaret know.

ACTION: Deanna, Paige, Tim and Kat have still not sent Don their Neighborhood Plan priority rankings.

Newsletter Guidelines
The ex comm voted unanimously to approve the new guidelines, which included limiting potentially divisive articles, such as political or religious organization announcements, to a calendar of activities, no more than 50 words or so.

Membership Renewal Notices
We need to have a membership chair to manage membership renewals. Once everyone's dues paid date is entered into a spreadsheet, they can be sent out a renewal notice when their membership expires. Currently, there is confusion over membership duration when dues are paid mid-term.

ACTION: Deanna will e-mail a copy of her work's spreadsheet to Heidi and Tonia.
ACTION: Kat and Tim will send copies of their spreadsheets showing current members paid and past members to Heidi and Tonia.
ACTION: Tonia and Heidi will attempt to create a single spreadsheet showing member status.


Once we have a status sheet, we can decide how to send out renewals.

VMU
ACTION: Marcus will contest the Planning Commission's decision to impose relaxed standards on tract #1 in Crestview's VMU plan at the Sept. 24th reading before City Council.

Revisiting the Bylaws
The possibility of setting officer terms to 3 years with having a rotating group of 3 officers up for election each year. This could ensure historical continuity within the CNA leadership, prevent the hostile take-over of a majority, and perhaps make it easier to find a few new people to volunteer at each annual election.

Also, the possibility of changing the frequency of the general and ex comm meetings was proposed.

It was decided that in January, after the Contact Team stuff had been finished, we could revisit the bylaws for possible revisions.

CNA Addressing the Board of Adjustments
Heidi will inform the ex comm and list serv on important items relevant to the neighborhood.

General Meetings
September - Will be on National Night Out and starting a Neighborhood Watch program.
October - Will give the assembled a heads up on the contact team meeting, and announce the need for volunteers for the upcoming Violet Crown festival. Will try to make this a social event with food and possibly pumpkin drawing.

ACTION: Don will attempt to contact the Austin Bible Church member who has sat in on some general meetings and expressed a desire to have churches involved by donating some food.
