01.04.10 CNA Executive Committee Meeting Minutes

Neighborhood Input
One neighbor expressed a concern that e-mail dialog between executive committee members could be construed as closed meetings, which would violate the recent amendment to the by laws that executive committee meetings be open to the public. The executive committee explained its policy not to conduct business over e-mail. All private correspondence merely serves to decide what items to place on the agenda for future meetings, or to provide background material to hasten the conduct of business at the meetings. The option of a public forum on the neighborhood website was proposed, and the committee decided that it could investigate this further if there seems to be widespread concern about this in the neighborhood.

Meeting Procedure
A suggestion was made by a committee member to adhere strictly to Robert’s Rules of Order in order to ensure that all items on the agenda for a meeting are addressed. Recently, some items have not been able to be addressed because too much time is spent trying to reach consensus on an item before proceeding. It was decided to continue with things being run informally, but with a collective effort to manage the time at meetings in order to effectively conduct business.

Faith-based Organization Ads in the Newsletter
Currently, faith-based organizations are permitted to place line items in the community calendar of the newsletter for free, but we do not have an official policy on ad placement. After some discussion a motion was put forth to allow faith-based ads to be accepted with the same guidelines as for businesses (i.e. within our zip code, with the right to refuse any ad, and with preference given for businesses within the neighborhood). The motion was passed 6-to-3.

Morrow Traffic Study Meeting
The CNA general meeting in February will have a time and location change to correspond with the City’s feedback meeting where it will present the results of a traffic study on the effects of opening up Morrow to west-bound traffic across Lamar (not to north-bound Lamar traffic): Feb. 8th, 6:30-8:30pm, Gateway Baptist Church at Morrow and Guadalupe. Feedback from neighbors at this meeting will be taken to the subcommittee investigating the issue and the subcommittee will report to Council. Staff is not making recommendations to Council. The executive committee decided to endorse the existing Neighborhood Plan and Traffic Calming Plan, which have been produced with neighborhood input after months of deliberation. Each of these documents dictates that Morrow should remain closed to west-bound traffic across Lamar. CNA by laws also require that neighborhood safety is upheld by reducing the volume and speed of traffic on the roads through the neighborhood.

For the general meeting next week, Eddie and others will produce a full page, 2-sided flyer, that shows the traffic calming map, the change in time and place for the next meeting, and a bulleted list explaining the executive committee’s position on the issue and the history behind it. Don will announce the change in meeting location and time on the web site and listserv. Another article will go out in the February newsletter with more information.

By Laws Amendment Discussion
The meeting at this point was an hour and a half past schedule, and this item was postponed until next time. Having a special meeting to discuss possible by laws changes was proposed. It was decided that people forward specific language for the possible changes to Eddie to expedite the discussion at the next ex comm. meeting. If not all of the items can be discussed at the next ex comm. meeting, Eddie agreed to have a special meeting to discuss them afterward.

This Month’s CNA General Meeting
Someone will present 15 minutes on the HEB expansion.
Someone will present 5-10 minutes on the Lamar Middle school proposed magnet program.
There will be an announcement of the Feb. 8th meeting change and a distribution of the flyer.
